Short Description
Programme Description

This programme is financed by the European Union through the IPA Fund and co-financed by Bulgaria and Serbia through contributions from state budgets (for the TA component).
The programme continues the evolution of the EU’s cross-border initiatives, reflected in Neighbourhood Programme from 2004 to 2006.

The eligible border area for the Bulgaria - Serbia IPA Cross-border Programme covers a territory of 39 434 sq. km. (20 525 sq. km Bulgarian part and 18 909 sq. km Serbian part).

The common Bulgarian-Serbian border area includes 12 administrative units: 6 districts in Bulgaria: Vidin, Montana, Sofia, Sofia-city, Pernik, Kyustendil and the equivalent 6 districts in Serbia: Bor, Zaječar, Nišava, Pirot, Jablanica, Pčinja.

Target groups
  • Entrepreneurs, owners of small and mediums sized enterpises, family hotels, restaurant keepers, various providers of tourists’ customer services;
  • Young people living on either sides of the border, stimulated to develop entrepreneur skills in tourism sector;
  • Tour Agents, tourist information centres and similar tourst organizations, providing services at Cross border area.
 

Project Description

 

The most significant cross border impact of the project will be a Joint Work Programme, as well as various methods identified for cross-border tourist promotion. Both will be used to coordinate future development activities through enhancing business opportunities and local policies harmonization in the border region.

The cross border impact of the project will affect all regional and local stakeholders - their operative capacity for identification of the key areas for cross border cooperation.

Four priority fields in the border region will be impacted through development of a cross-border tourism Joint Work programme: economic co-operation, human resource development, protection of the environment, nature and cultural heritage, improvements to infrastructure, crucial for future successful and stronger integration of the border territory for providing balanced and sustainable development. Another strong CB impact will be the creation of one dualistic destination - cross-border tourism will be promoted as tourism that takes place on both Bulgarian and Serbian side of the border.

Objectives

The objective of the project is to develop cross border tourism, to promote mutual cooperation and networking between Serbian and Bulgarian border regions by developing joint tourist destination packages and by improving the know-how of the key actors. The project specific aim is to activate strengthening functions in tourism service chain by increasing human resource potential involved in tourism industry, as well as through finding common marketing channels for cross border tourism products.
